Wow, I'd heard that USAgent was a big Judge Dredd ripoff, but I never believed it.... UNTIL NOW.
I will grant you that the USAgent does NOT belong in the Avengers. Having said that, and this is one of the few times you'll ever hear anything remotely like this outside of Byrnerobotics, but the introduction and handling of the USAgent in WCA by Byrne was note-perfect. It was sensible as to why and how he was on the team, respected the character of Walker as had been written (how often does Byrne do THAT?) and had a heck of a lot of dramatic potential. The original costume was fantastic (not the Dredd monstrosity there)...very symbolic and purposeful. But yes, now, there is no place on the Avengers for USAgent.
I remember the good old days, when he was just a mentally unbalanced replacement Cap in a generic costume who hung out with the West Coast Avengers. I would like to see Dave's team take on Dave's rejects. Especially if Black Knight got paired off with Thor. It would be like Moe having to fight Drederick Tatum during that brawl. "This isn't fair!" Sersi could turn everyone in to pigs or something, though, so it evens out.
Wasn't Bucky supposed to be USAgent? Then didn't he become Nomad? My brain hurts.
I don't think Black Knight should fret too much. If Roger Stern's run on Doctor Strange is any indication, BK has an excellent future assisting the Sorcerer Supreme!
The issue of the Stern/Byrne run where Rogers took back the mantle of Captain America from Walker was just fantastic. That was a Wrestlemania-level brawl, in Technicolor.
He was back in the Cap costume, as I recall (and I think he calls himself Captain America too) in the not-missed-at-all-because-it-were-shite-like New Invaders.Last time I saw Black Knight was during Busiek's run, faffing about central Europe because he misplaced his sword and it turned into a giant red monster. Or something.
I also remember that West Coast Avengers run fondly. Byrne was still worth reading back then...ahh. But due to the miniseries that image is lifted from, and the Austen 'New Invaders' series I must concur that USAgent is in fact: crap.

It was in Cap #350, written by Mark Gruenwald and drawn by Keiron Dwyer.And yes, it was one of the great comic book brawls evah.

Ah, speaking of Dr. Druid, remember when he took over the team in the lead-up to Avengers 300, where Walt Simonson systematically wiped out and rebuilt the team! If only that brilliant concept could be redone in modern times...a disassembly of the Avengers, one might say. But, you know, in a way that makes absolutely no sense.
